It is looking at the overall installation resistance to external fire exposure. UL 3703, the Standard for Solar Trackers, involves rigorous inspection and evaluation of a tracker platform and also references UL 2703 for electrical requirements related to the mounting, bonding and grounding system.
In addition, UL 2703 is used to determine the fire classification of a rooftop-mounted PV system (which includes both a specific PV module and the racking system) as required for compliance with the building code requirements, which is to maintain the fire performance integrity of the roof.

Overview of Changes: Special Note => Installers, contractors, and local Authorities Having Jurisdiction (AHJs) may reject a device if it is only certified/listed to the UL Subject 2703 Outline-of-Investigations, even if it is UL 2703 certified/listed.
NOTE: There is a significant difference between the previous Outline-of-Investigation Issue Number 1 (October 10, 2010) of UL 2703 and the requirements actually published as an ANSI standard 1st edition on January 28, 2015. As such, a full re-examination of equipment may be necessary.
UL 2703 requires a re-examination and test for products certified to the first issuance (October 10, 2010). Products certified to the second issuance (November 13, 2012) may only require a few re-tests, particularly the Bonding Conductor Test.
